Millions of America’s children, especially those from low-income families, have no real hope of achieving their full potential. The biennial Trial Urban District Assessments (TUDA) reports have consistently revealed the gap between those who are proficient in reading and those who don’t even meet basic proficiency. Overall, in urban communities, 80% of fourth grade children from low-income families score below proficiency in reading. 50% are below basic proficiency. The numbers are graphic.
